What you describe as subject endorsement I believe is course endorsement to allow for the type of course you describe from a variety of subject domains. Not sure how many schools make use of that however. The endorsement idea requiring external credits to give it (NCEA) "credibility", says a lot about NZQA beliefs at the time with pressure on them from certain educational institutions.... I think it was Bali Haque who was in charge at the time. It will be a brave leader who gets rid of it.....but good luck to them say. Sadly it stems perhaps from a deep distrust of internal assessment and the ability of teachers to assess at a national standard.
